M I N U T E S
A meeting of the Board of School Trustees of the Vigo County School Corporation was held at the Vigo County School Corporation Administration Building, 686 Wabash Avenue, Terre Haute, Indiana on Monday, September 14, 2009 at 7:15 P.M.
The following Board members were present: Mrs. Jackie Lower, Mr. Guille Cox, Dr. Joseph Minnis,
Mr. Paul Lockhart, Ms. Alpa Patel, Mr. Mel Burks, and Mr. Tom Thomas.
Through the efforts of John Hancewicz, Lana Frazier, and Julie Hart of Purdue Extension Services, students at Franklin Elementary School participated in 4-H fair projects this summer. Principal Annette Engle highlighted the learning opportunities from this partnership and recognized the important contributions of host families Chris and Bionca Gambill and Lindy and Marilyn Miller. The following students shared some of their experiences while participating in this program: Summer Cooper, Miracle Cooper, Clara Crother, Laresha Johnson, and Kimberly Sanchez.
First Call for Citizens Comments
Comments were received from citizens Lieselotte Maher, Carolyn Curry, Dr. Murial Ryan and Victoria
Mada regarding Booker T. Washington High School.
Mr. Cox moved for approval of the Consent Agenda. Mrs. Lower seconded the motion. The motion passed unanimously.
The following Consent Agenda items were approved:
1. Minutes – Regular Meeting – August 24, 2009
2. Stipend Authorizations
3. Professional Leave Requests
4. Rose-Hulman Tele-Mentoring Program for Terre Haute North Vigo and West Vigo High Schools.
Mr. Tanoos presented the Personnel Report for approval, and requested that Item VII, #24 be pulled from the report per employee request.
Mr. Burks moved for approval of the Personnel Report including the deleted Item VII, #24. Mrs. Lower seconded the motion. The motion passed unanimously.
Booker T. Washington High School
Mr. Burks commented that the Booker T. Washington Committee had two meetings and covered the following areas: (a) Cost to bring the Booker T. Washington to compliance, and what are the intangibles. (b) Add a separate entrance addition to Terre Haute South Vigo High School to house the Booker T. Washington School and (3) Build only a daycare center at South Vigo and have the Booker T. Washington students interfold into South Vigo Student’s base. Mr. Burk’s also reviewed the practical cost sheet, compiled by architect Steve Arnold, itemizing the approximate cost of bringing the current Washington building up to code. He noted that the consensus of the committee was to add a separate entrance addition to Terre Haute South Vigo to house the Booker T. Washington High School.
Considerable discussion took place in regard to the current Booker T. Washington High School building.
Mr. Burks then made a motion that a separate entrance addition to Terre Haute South Vigo High School be constructed to house the Booker T. Washington High School and support the administration’s recommendation that the current program will remain intact. Mr. Lockhart seconded the motion.
Dr. Minnis stated that he did not think this subject would be brought up for a vote at the meeting this evening since the Board only received this information a short time ago, and the cost of a new building has not yet been considered.
The vote was as follows: Mrs. Lower, Mr. Cox, Mr. Lockhart, Ms. Patel, Mr. Burks, and Mr. Thomas voted “yes.” Dr. Minnis voted “no.”
Mr. Tanoos presented the following Grants for approval
1. Reading First Grant 2009-2010
2. Non-English Speaking Program Grant 2009-2010
3. Adult Education and Family Literacy Act Grant
4. Early Intervention Grant 2009-2010
5. WorkOne Western Indiana Workforce Development Grant 2009-2019
Mr. Burks moved for approval of the Grants listed above. Mrs. Lower seconded the motion. The motion passed unanimously.
Second Call for Citizens Comments
Comments were received from Mrs. Leah Myers, Mr. Duane Malone, Mrs. Garcia, Mr. Doug Mullens, and Michelle Pemberton.
Committee Reports from Board Members
No reports were given.
Information and Proposals from Board Members and Superintendent Tanoos
Mrs. Lower and Dr. Minnis commended the Rose Hulman Telementoring program.
Mr. Lockhart reported that the house built by the Vigo County School Corporation students has sold.
Mr. Cox recommended that the Schmidt Feasibility Study be set aside until later.
Mr. Tanoos said we will continue to keep our buildings safe and concentrate only on Booker T. Washington High School at this time. He stated that there will not be a recommendation to close Chauncey Rose Middle School in the near future.
Mr. Tanoos said he had the opportunity to go to the State House with John Newport to testify against the suggestion made by the state to move Adult Education classes to Ivy Tech and away from public schools.
Mrs. Lower inquired about a listing of class sizes, and Dr. Mininis asked how it compares to last year.
Mrs. Lower requested information on Graduation Rate.
