A meeting of the Board of School Trustees of the Vigo County School Corporation was held at the Vigo County School Corporation Administration Building, 686 Wabash Avenue, Terre Haute, Indiana on Monday, October 26, 2009 at 7:00 P.M.


The following Board members were present:  Dr. Joseph Minnis, Mr. Paul Lockhart, Ms. Alpa Patel,

Mr. Mel Burks, Mr. Tom Thomas, Mrs. Jackie Lower, and Mr. Guille Cox.


Pledge of Allegiance


The Pledge of Allegiance was led by Ms. Alpa Patel.




Mrs. Camilla Correll introduced Dr. Diane Cargile, Principal at Rio Grande Elementary School, who was elected President of the National Association of Elementary School principals.  As President, Dr. Cargile provides leadership for over 28,000 pre-k, elementary, and middle school educators, and more than six million children throughout the United States, Canada, and overseas.


First Call for Citizens Comments


No comments were received.


Consent Agenda


Mr. Burks moved for approval of the consent agenda.  Mr. Thomas seconded the motion.  The motion passed unanimously.


The following consent agenda items were approved:


1.         Minutes – Regular Meeting – September 28, 2009


2.         Encumbrance Report for Period Ending September 30, 2009


3.         Financial Status Report – Month Ending September 2009


4.         Stipend Authorizations

            a.         Vigo County School Corporation Parent Literacy Initiative - $15,000.00 – anonymous donor.


            b.         Sarah Kelty, first grade teacher at Fuqua Elementary School – numerous supplies – Office Max


New Business


1.         Personnel Report


            Mr. Tanoos requested approval of the Personnel Report.  Mr. Lockhart moved for approval.  Mr. Burks             seconded the motion.  The motion passed unanimously.


2.         Resolution on Transfers of Property


            Mr. Tanoos requested approval of the Resolution in consideration of certain real estate to the Vigo             County School Corporation by the City of Terre Haute as approved at the September 28, 2009 Board



            Mr. Cox moved for approval.  Mr. Burks seconded the motion.  The motion passed unanimously.


3.         Proposed High School New Courses for 2010-2011 School Year


            Mr. Tanoos requested permission for approval of a new course entitled Advanced Mathematical   Decision Making beginning in the 2010-2011 school year.  He noted that the high school Mathematics

            Department chairpersons will assist in developing a syllabus to be used with this course.


            Following discussion, Ms. Patel moved for approval.  Mr. Lockhart seconded the motion.  The motion             passed unanimously.


4.         Grants


            Mr. Tanoos requested approval for the following two grants:


                        a.         Title II, Part A Grant


                        b.         Health Education program Initiative Grant


            Following discussion, Ms. Patel moved for approval.  Mr. Lockhart seconded the motion.  The motion             passed unanimously.




1.         Second Call for Citizens Comments


            Comments were received from Mrs. Leah Myers, Concerned Citizens for Chauncey Rose.


2.         Committee Reports from Board Members


            No reports were given.


3.         Information and Proposals from Board Members and Superintendent Tanoos


            Dr. Minnis noted that he was able to add a new marker to the Outstanding Board Members Plaque

            that is displayed in the Board Room.  He noted that this award is made possible by Board Members

            earning points by attending Indiana School Boards Association conferences.

            Ms. Patel commended Dr. Minnis for serving as Regional Director of the Indiana School Boards

            Association.  She also commended Mr. Bruce and the Technology Department for the new corporation    web site.


            Mrs. Lower noted that former Vigo County School Corporation student, Mike Lunsford, now writes

            for the Tribune Star and will be the speaker at the Public Library Brown Bag Series November 9th and             November 12th, and will also speak at our middle schools.


            Mr. Tanoos thanked Dr. Minnis for representing the Board at the Queen’s Dinner.  He also presented a             brief overview of the meetings and programs that have taken place during the past few weeks
